Job Description

Summary

The Training Coordinator is responsible for the development, coordination, and execution of all contractually required training for Armed Contract Security Officers (ACSOs) and Supervisors assigned to the DOT Headquarters. This role ensures that all personnel meet Federal Protective Service (FPS) A-9 standards, DOT-specific Statement of Work (SOW) training requirements, and SMART Book subject matter. The Training Coordinator oversees a 64-hour Basic Training program, supervises written examinations, maintains all required documentation, and ensures compliance with federal regulations and COR-approved procedures. All training efforts support both immediate readiness and long-term operational excellence. 

 

This position is contingent upon contract award


Responsibilities

  • Develop and administer a comprehensive 64-hour Basic Training program for all ACSOs and Supervisors, in accordance with FPS A-9 and DOT SOW requirements. 
  • Coordinate all training sessions in advance and submit schedules to the COR at least five (5) business days prior to training start. 
  • Ensure training curriculum covers SMART Book content and other agency-directed material. 
  • Oversee written examinations for ACSOs and Supervisors; ensure results meet pass/fail standards and are documented accurately. 
  • Coordinate with the COR and Project Manager to identify and address immediate and long-term training needs across the contract. 
  • Deliver COR-approved supervisory training for uniformed supervisory personnel. 
  • Maintain up-to-date training records, including licensing, permits, medical clearances, and certification statuses in an automated tracking system. 
  • Submit updated certification records within seven (7) calendar days of completion of any training or credentialing activity. 
  • Ensure no ACSO is assigned to the contract without meeting all pre-employment criteria: 
  • Favorable preliminary adjudication 
  • Completed medical examination 
  • Passed training and examinations 
  • Signed Lautenberg Amendment/Domestic Violence certification 
  • Met all qualifications defined in the SOW 
  • Ensure training documentation is available for COR review and maintain compliance with evaluation or audit processes. 
  • Ensure non-compliant or unqualified personnel are not scheduled for billable contract work. 
  • Other duties as assigned

Qualifications

  • Minimum of five (5) years of experience in law enforcement, military, or private security operations, with at least two (2) years in a training or supervisory capacity. 
  • Experience delivering or managing training programs in compliance with FPS, DHS, or other federal security standards. 
  • Must be FPS A-9 certified (or able to achieve certification prior to assignment). 
  • Demonstrated experience designing curricula, administering testing, and documenting training performance. 
  • Strong knowledge of federal contracting compliance, including SOW implementation and COR engagement. 
  • Ability to maintain accurate and timely training records in automated tracking systems. 
  • Must be able to pass a Tier 2 background investigation and meet all government pre-employment suitability standards. 
  • Strong communication, organization, and coordination skills for managing multi-site or rotating training needs. 
  • Familiarity with SMART Book requirements, DOT-specific protocols, and federal documentation and reporting standards. 
  • Must be able to pass Physical Abilities Test. 
  • Must be able to pass Medical and Physical Screening. 
  • Must be able to pass Minnesota Multiphasic Personality Inventory (MMPI) (Behavioral Analysis). 

Knowledge, Skills and Abilities:

  • Skill in operating a personal computer and standard office equipment. 
  • Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook 
  • Must write clearly and informatively; edit work for spelling and grammar; vary writing style to meet needs; present numerical data effectively; able to read and interpret written information
